State Authorization Compliance
The US Department of Education requires that any institution offering online programs to students who reside outside of its home state must acquire authorization from the states in which students reside. Regulations vary from state to state, as such, federal, state, and institutional policies may limit or prohibit 911³Ô¹Ï’s authorization for delivery of online education to students in certain states. 911³Ô¹Ï will continue to monitor state and federal laws and regulations and if authorization or licensure is or becomes necessary, will promptly seek to obtain such approvals in states in which it enrolls students.
While the , established a voluntary state-level reciprocity process with comparable national standards for interstate offering of postsecondary distance-education courses and programs, California higher education institutions are not yet eligible to take advantage of the SARA reciprocity agreement if they offer distance education in other states. Therefore, 911³Ô¹Ï must seek authorization in all states in which the university intends to enroll distance education students.
911³Ô¹Ï does not enroll students from states where the university is not authorized, exempt or otherwise approved to offer distance education programs.
Consumer Complaints
All students are encouraged to utilize the detailed in the section of the Academic Catalog to informally or formally file complaints. However, any student may contact his or her specific state agency directly to register a complaint. The US Department of Education further requires that 911³Ô¹Ï provide information for submitting complaints to the State authority in which the university’s main campus is located.

The complaint process for those states in which 911³Ô¹Ï is authorized, exempt or otherwise approved to offer distance education programs and enrolls students is detailed in the Authorization Information section below.
Professional Licensure/Certification Disclosure
While some programs at 911³Ô¹Ï are intended to prepare students to sit for licensure or certification in the state of California, completion of any program by itself does not provide licensure or certification in any state, regardless of concentration or specialization. Students seeking licensure or certification in a particular profession should carefully research the requirements for licensure or certification prior to enrollment. Requirements may vary by state. 911³Ô¹Ï does not guarantee that any professional organization will accept a graduate’s application to sit for any exam for the purpose of professional licensure or certification.
For programs leading to professional licensure or certification, 911³Ô¹Ï is required to disclose enrolled and prospective students educational prerequisites for licensure or certification in each state in which 911³Ô¹Ï enrolls distance education students or has made a determination regarding the educational pre-requisites. Professional licensure information is detailed in the Authorization Information section below.
Please be aware that while 911³Ô¹Ï strives to provide the most up-to-date information, state licensure requirements may change anytime, 911³Ô¹Ï urges all applicants to visit the board responsible for licensure or certification in any state in which they wish to obtain licensure for the most current licensure or certification requirements.
Impact of Change in Location of Residence
Students must contact 911³Ô¹Ï Admissions to discuss any change in their state of residence prior to relocation. Should a student relocate to a state in which 911³Ô¹Ï is not authorized to provide distance education, continued enrollment cannot be guaranteed. This may also impact a student’s Title IV financial aid eligibility, loan repayment or deferment and/or veteran’s benefits. Students should consult with the Student Financial Services Office and/or 911³Ô¹Ï’s Veterans Services Office to determine the impact of a change in location.

The Alaska Commission on Postsecondary Education has determined 911³Ô¹Ï meets the criteria for exemption from the authorization provisions of AS 14.48, per regulation 20 AAC 17.015(a)(8) because the programs are online, or distance delivered, and 911³Ô¹Ï does not have a physical presence in the state.
